The system contains features that facilitate the management of incidents and their solutions, as well as practices to be adopted by the different sectors that make up an organization. In Brazil, the teaching of the English language is consolidated in language institutes and in private elementary education, because in the public sector, teaching in the initial grades is still deficient. For this reason, it is necessary an accessible way to help the learning of English in this age group, in this way, in order to solve the above issue, this work proposes to use image classification methods to make learning fun and interactive. The tool aims to support teachers and students, with or without hearing impairments, in the teaching and learning of modeling computer systems from diagrams. The RAD (Rapid Application Development) model was adopted for the development of the tool. RAD is an approach that is particularly suitable for individual projects that require agile development and fast results, while maintaining the quality of the final product. Using the JavaScript library mxGraph and the VLibras API, UMLibras was designed to assist in the modeling of the Use Case diagram with associated figures and videos with interpreters. It is expected that UMLibras will contribute significantly to the teaching and learning of such UML models, seeking to offer support to the teacher in teaching, as well as to create favorable conditions for the learning of these students. Data were collected from reliable sources, such as IBGE, DATASUS and INEP, covering education, health and income indicators, which were processed, organized and analyzed using tools such as Dask, Pandas and Cython, which optimized the processing of large volumes of information. The system was structured in a layered architecture, with a backend developed in Flask and compiled in C to improve performance, and an interactive and responsive frontend, implemented with Tailwind CSS, Semantic UI and visualization libraries such as Plotly. The results were presented in dynamic graphs that allow the exploration of data such as the evolution of GDP per capita, average wage and health indicators, highlighting regional disparities and development patterns. The analyses carried out highlighted the reduction in the number of school enrollments after the pandemic, the growing differences in average salaries between regions, and the prevalence of specific health problems in cities such as Manaus. The system proved to be a practical and effective tool for transforming complex data into accessible insights, contributing to urban planning and the competitiveness of Brazilian cities. The research aims to develop a web-based system tailored to simplify data queries, providing users with comprehensive analyses, rankings, and filtering options. Employing advanced data science techniques, the study transforms raw data into actionable insights. Primary data sources are sourced from open datasets from both Federal and State Executive branches, accessed via an Application Programming Interface (API). Through a case study approach, two distinct analyses were conducted: one centered on federal servants and another concerning the State of Amazonas' public servant data. Technically, the system leverages cutting-edge technologies such as Vue.js, Firebase, and Tailwind CSS, all hosted on the cloud through Amazon Amplify services. In this context, regulatory agencies aim to ensure that customers can truly enjoy the services offered by these providers. The National Telecommunications Agency (Anatel), the regulatory agency in Brazil, requires service providers to conduct customer satisfaction surveys, typically conducted through phone calls or emails. Among the various questions, the one related to the perceived quality of the videos watched by customers, known as Quality-of-Experience (QoE), is generally the most relevant. It is worth noting, however, that there are limitations to the current method used to measure QoE, as surveys are conducted long after the videos have been watched by customers and are carried out by companies hired by the service providers themselves.To address these limitations, this work proposes a WEB application, called Player Baré, which not only plays videos from providers but also allows the recording of subjective evaluations by customers about the perceived visual quality, either during or after watching the videos. Player Baré also sends these evaluations to both service providers and regulatory agencies. The Agile Scrum methodology was adopted as a construction guideline for Player Baré, and various systems analysis and development technologies were used, such as Visual Studio Code, HTML, CSS, JavaScript, Python, Django, OpenCV, NodeJS, MySQL, Unified Modeling Language (UML), Bizagi Modeler, and BrModelo. Several empirical tests were conducted, demonstrating the great potential of Player Baré for both video playback and supporting the subjective evaluation of perceived quality by customers. In addition, it aims to synthesize the main activities of a project based on the objectives of the UN Agenda 2030; differentiate design, operation and program pointing out the main characteristics of each one; and demonstrate the life cycle of a project by identifying existing process groups and their objectives. Whereas, projects are repeatedly used as a direct or indirect means of achieving the objectives of an organization's strategic plan. Thus, all planning involving a project is the result of organizational strategy, that is, projects are a way to achieve goals and objectives, whether in a given sector or in an entire organization. Therefore, project management must be assisted as an organizational strategy to maintain the company's competitiveness. Such precepts are built from the concern that the organization has with the community in which it operates. Therefore, considering the sustainable development objectives of the United Organizations is an ideal way to reach the community and, consequently, its customers, in addition to the commitment to the environment in which it operates. In this scenario, people turned to entertainment for company, while socially isolating within their homes. As a result, there was an increase in the consumption of streaming videos. However, despite the ease that users have when it comes to these services, it is worth emphasizing that there are several obstacles in terms of the quality of service offered by providers, especially in terms of monitoring the perceived quality by their users. Therefore, this work offers a web system, called Baré Office, which fulfills the role of a regulatory agency that monitors the perceived quality of videos, through subjective evaluations made by customers of video streaming service providers, as well as objective assessments carried out from a video player. In order to achieve this objective, the Scrum methodology is going to be used for the development process. With this system, it is expected that there is going to be more efficient and reliable supervision regarding the perceived evaluation by users of video streaming services, because not only will the customer have actually watched the video, but it is also going to increase the trustworthiness of the regulatory agency in knowing the quality of each provider's service.
