Organizations in general have sought to develop and implement new ways of working, especially
with regard to the relationships they have with their two different audiences, the internal and the
external. In this sense, this study aimed to present a proposal of steps capable of structuring the
participatory process in public management to Parintins. To do this, it used the survey method from
a qualitative study, operationalized with the use of semi-structured interviews with subjects who
had some experience in a participatory process in public management, whose data were organized
in synthesizers and interpreted with the aid of the technique of content analysis. The conclusion
shows that public management, in order to be effectively participatory, needs to ensure that the
population participates in all five stages.
