Outsourcing in Public Administration is a reality in many agencies. It is presented as support for
healing problems in service providers and assisting government entities. The research sought to
demonstrate the impacts of outsourcing in the execution of bids and its impact on the activities of
the agency. The research has a qualitative approach of exploratory nature and used the case study as
a procedure method. Data were collected through interviews and semi-structured questionnaires.
The results showed that the outsourcing has positive impacts and helps in the development of the
activities of procedural instruction aimed at biddings, consequently offering the necessary support
for the accomplishment of the institutional mission of the organ. During the analyzes, factors that
are extrinsic to outsourcing are worthy of public attention.
