Leadership development is distinct from managerial development, as it involves preparing people for roles and situations beyond their experiences. While management development equips managers with the knowledge and skills to improve performance on known tasks through the application of solutions, leadership development seeks to develop capacity to deal with unforeseen challenges. The present work had as objective to examine the management of people and leadership in Public Management, trying to describe the perspective of public employees of the Santa Helena Secretariat of the Municipality of Parintins-AM. To achieve this goal has been used qualitative methodology supported by quantitative data. Interview technique was employed in the collection of the data. The method used in analysis of the data was discourse analysis. Managers participated in the research of public policy that maintains relationship with early childhood education in the city of Parintins. Seeking to verify if the management practices of people in the municipal administration of Parintins are directed to the control of personnel, denominated as Personnel Department; if city hall has good management practices of people well elaborated and if the city hall have specific sector of Human Resources and / or People Management. For this study the descriptive research was carried out, using a questionnaire and the participants were the public employees of the Municipality of Parintins.Item A terceirização na administração pública: reflexos nas licitações e nos serviços de saúde do Distrito Sanitário Especial Indígena Parintins(2019-05-25) Vieira, Augusto César Simas; Souza, Kleber de Britto; Kruger, Juliano Milton; Almeida, Silvane Mascarenhas de; Silva, Thalita Reis daOutsourcing in Public Administration is a reality in many agencies. It is presented as support for healing problems in service providers and assisting government entities. The research sought to demonstrate the impacts of outsourcing in the execution of bids and its impact on the activities of the agency. The research has a qualitative approach of exploratory nature and used the case study as a procedure method. Data were collected through interviews and semi-structured questionnaires. The results showed that the outsourcing has positive impacts and helps in the development of the activities of procedural instruction aimed at biddings, consequently offering the necessary support for the accomplishment of the institutional mission of the organ. During the analyzes, factors that are extrinsic to outsourcing are worthy of public attention.
