The study was elaborated by means of a bibliographical and documentary survey, as well as the field research about the theme with the purpose of evidencing how internal control functions in the municipality of Parintins; analyze the needs and importance of internal control; and, to approach the perception of the population through the forms of control of the public management of Parintins. This being an exploratory study. Thus, with this research it was possible to verify that there is no analogue and no more effective tool in the fight against error and fraud, such as Internal Control, if it is based on an information and evaluation system that makes it possible to prevent irregularities and attain the purpose of safeguarding public goods.Item Estudo de liderança e cultura organizacional na agência dos Correios de Parintins-AM(2019-02-16) Ferreira, Giglinéia Campos; Seixas, Margareth Cristina Santos; Kruger, Juliano Milton; Souza, Kleber de Britto; Cardoso Filho, Gerson TeixeiraOrganizational culture refers to the beliefs and values that exist in an organization, where team beliefs and the predicted value of work influence attitudes and behaviors. This scientific article aimed to investigate the organizational culture and leadership profile in the public sector adopted based on the Parintins-AM Post Office. It was a case study of a bibliographical and participant nature. The survey subjects were 08 (eight) agency employees. The results showed that it is important to recognize the link between organizational culture and leadership, because as the superior leadership focuses on the development of the organization, this attention was recognized and the importance of the development activity was understood. The results showed that by utilizing employee development activities appropriately, they become another lever to be used by the transformational leader to overthrow the previous ineffective culture and replace it with a new one that supports and enhances the new organizational vision.Item A implementação do planejamento estratégico participativo sob a ótica do modelo de gestão gerencial na administração pública: um estudo de caso na Câmara Municipal de Parintins - AM(2019-02-16) Loureiro, Suiane Santarém; Dickel, Deise Graziele; Kruger, Juliano Milton; Souza, Kleber de Britto; Cardoso Filho, Gerson TeixeiraThe present study dealt with the implementation of Participative Strategic Planning from the point of view of the managerial management model in the Public Administration, in the City Hall of Parintins - AM. The general objective was to identify the benefits of the use of Participative Strategic Planning as a management model based on the perception of the employees of the City Council of Parintins - AM. The specific objectives were to analyze the benefits of using Participative Strategic Planning as a management model from the perspective of the managerial model in Public Administration at Parintins-AM City Hall; to understand how Participative Strategic Planning brings benefits to the Public Administration and how it can be useful for a good management and to exemplify how the Participatory Strategic Planning model can be implemented from the perspective of the managerial practices of the management model of the Public Administration in the Parintins Municipal Council - AM. As for the approach of the problem was a quantitative and qualitative research; objectives was an exploratory-descriptive research; the means of investigation was a bibliographical and field research. In the results achieved, there was the incidence of a high degree of agreement to implement this tool that brings so many benefits to the private sector and that has gradually been applied to the public sector so that management practices are increasingly developed efficiently and bring not only benefit for the management, but for the citizens / clients that use the services provided by the Public Administration.Item A implementação do sistema de controle interno no município de Parintins-AM: desafios e alternativas de ação(2019-05-25) Souza, Harald Dinelly Alves de; Rosa, Bruna Oliveira; Kruger, Juliano Milton; Andreola, Jocélia Felícia; Silva, Thalita Reis daEl control interno es indispensable para que cualquier organización alcance resultados pragmáticos. El presente artículo tiene como objetivo analizar la implementación del Sistema de Control Interno en el municipio de Parintins-AM buscando una gestión pública más eficiente y de calidad. Por lo tanto, los mecanismos de control interno posibilitan la prevención de errores, fraudes y desperdicios, pues, permiten a los gestores acompañar el desarrollo de las políticas públicas, la adecuada aplicación de los recursos, la preservación del patrimonio y garantizar la transparencia de las cuentas públicas. Se concluyó que el Control Interno del Municipio de Parintins-AM, puede mostrarse indudablemente eficaz y ocasionar resultados positivos para la gestión pública, pero para ello, es necesario que éste sea perfeccionado constantemente, para abordar un mejor desempeño, acciones de lucha contra la corrupción, más calidad en los servicios públicos y, consecuentemente, promover el bien común.Item Percepções sobre liderança: análise da Secretaria Santa Helena do município de Parintins-AM(2019-05-25) Ferreira, Gigliane Campos; Seixas, Margareth Cristina Santos; Kruger, Juliano Milton; Almeida, Silvane Mascarenhas de; Silva, Thalita Reis daThis article has shown that the problem of institutional organization is to find a process to enable employees to understand the importance of leadership, both individual and collective, while at the same time having sufficient insight and power to overcome some of the constraints on cultural assumptions, especially regarding Public Management. Leadership development is distinct from managerial development, as it involves preparing people for roles and situations beyond their experiences. While management development equips managers with the knowledge and skills to improve performance on known tasks through the application of solutions, leadership development seeks to develop capacity to deal with unforeseen challenges. The present work had as objective to examine the management of people and leadership in Public Management, trying to describe the perspective of public employees of the Santa Helena Secretariat of the Municipality of Parintins-AM. It is characterized as a qualitative research, participant, using bibliographical research, with direct observation of 2 public servants named Employee A and Employee B.Item A terceirização na administração pública: reflexos nas licitações e nos serviços de saúde do Distrito Sanitário Especial Indígena Parintins(2019-05-25) Vieira, Augusto César Simas; Souza, Kleber de Britto; Kruger, Juliano Milton; Almeida, Silvane Mascarenhas de; Silva, Thalita Reis daOutsourcing in Public Administration is a reality in many agencies. It is presented as support for healing problems in service providers and assisting government entities. The research sought to demonstrate the impacts of outsourcing in the execution of bids and its impact on the activities of the agency. The research has a qualitative approach of exploratory nature and used the case study as a procedure method. Data were collected through interviews and semi-structured questionnaires. The results showed that the outsourcing has positive impacts and helps in the development of the activities of procedural instruction aimed at biddings, consequently offering the necessary support for the accomplishment of the institutional mission of the organ. During the analyzes, factors that are extrinsic to outsourcing are worthy of public attention.
